Subsidized College Loans?

Does anyone out there have any thoughts on who the best lender of college loans is? I 've read that finding a lender that doesnt sell the loan to second and third parties is good. Also, it is important to find a lender that gives benefits. More imporant, a lender that does not penalize you for early pay out. Am I right in believing these statements? What do you think? I appreciate any help you can offer. Thank you.
