How does a vasectomy affect testosterone levels?

It doesn't. The cells that make testosterone are unaffected. The *only* thing affected by a vasectomy is the vas deferens, and that is just the pathway that allow sperm to exit. Everything else remains intact and fully functional. You still make tons of sperm and tons of testosterone.
