Not being a learned chemist or physics master I would suggest that the any change in the starting substance must increase the m. If the starting substance is 1 and you change it to 2 by adding a new substance then the m would indeed be greater. Don't take my answer as gospel. I only majored in the arts, philosophy and language, but it makes sense to me.
